This page contains key documents and evidence from the 2025 Local Plan. This evidence has been used as a basis for the local plan and is open for review, and challenge, as part of the consultation.

Sustainability 

Sustainability Appraisal Report

This is a hefty document that provides a very detailed explanation into the sustainability framework and methodology. Key aspects that are worth reading are Page 37 explains the scoring methodology, Page 89 lists the objectives, Page 142 provides the assessment for Betts – ref 68405 (Should be read in conjunction with the Sustainability appraisal scoping report)

The sustainability assessment criteria for scoring each of the 14 sustainability sub categories is list from page 178. (Should be read in conjunction with the Sustainability appraisal report)

Green Belt

Green Belt Assessment

First stage of the Arup Green belt assessment. The borough's greenbelt is divided into 26 discreet parcels of land and ARUP provide an assessment for each against the NPPF’s green belt purposes. The Offham road sites are within Parcel 8 (P8)

Green Belt Assessment (Betts / Grillo)

Second stage of the Arup Green belt assessment. Here each individual site that has been put forward for consideration within the local plan has been assessed against both the NPPF’s green belt purposes both as a standalone parcel of land but also how it performs within it’s wider Parcel. Betts site is WM04 & Grillo WM02

Green Belt Assessment (Churchfields)

Second stage of the Arup Green belt assessment. Here each individual site that has been put forward for consideration within the local plan has been assessed against both the NPPF’s green belt purposes both as a standalone parcel of land but also how it performs within it’s wider Parcel. Churchfields site is WM01 (page 23)

Landscape

Landscape and View Appraisal

This document divides the borough into 17 discreet landscapes and provides an impact assessment of development within each parcel. West Malling forms part of “Medway Gap South" From page 166 – specifically ref MGS02. Note this takes a similar approach to the green belt stage 1 assessment but was conducted by a different agency. Should be read in conjunction with the Landscape assessment

Landscape Sensitivity  Assessment

Here each individual site that has been put forward for consideration within the local plan has been assessed based on the impact to the immediate landscape any development could have. The assessment for West Malling starts from page 38. Betts is ref 59699. Note this takes a similar approach to the green belt stage 2 assessment but was conducted by a different agency. Should be read in conjunction with the Landscape sensitivity assessment
