Progressing the plan
Regulation 19 is the next step in getting a plan approved. his has to be completed a a final plan submitted to Government by the end of 2026.
Consulation
Residents will get the chance to comment on whether the Plan is sound, legally compliant or should be changed before adoption.
Council Approval
On 3rd September, a vote saw the majority of Councillors choose not to progress to Regulation 19 over infrastructure concerns
Having a plan is key
The plan provides as much control as possible on how development occurs. Without it developers are more likely to succeed.
Government Action
Within 48 hours the Government had instructed the Council to proceed to Regulation 19, or face consequences.
Developer Applications
Until a plan is adopted new planning applications can be submitted and likely approved with now clear housing plan.
Following months of evidence and data gathering Tonbridge and Malling council released the draft Local Plan in November 2025. The Local Plan sets out how we will meet the government’s objectively assessed housing need requirement to deliver 19,746 new homes, 1097 per year. Crucially, it also provides greater control over where development can take place.

The plan will now look to enter a period of consultation with residents and this is the time for us to act and have our say on the plans.
